Are Regulations to Keep Primates as Pets Working?

A ban on people having monkeys as pets is not needed, according to the government.
Primate experts argue that it is cruel to keep them at home because they need so much outside space.
But the government insists the existing licensing system provides enough protection.
Graham Satchell looks at whether the regulations are working.
